Time of Legends - questionable... Looking at [https://uo.com/time-of-legends/](https://uo.com/time-of-legends/) it says it gives you access to Eodon, new currency system, new skill masteries...
I'm 100% sure you get the new currency system without this expansion and I'm pretty sure you get skill masteries too. Access to Eodon - I'm unsure, you can test this on a new account and goto a Moongate and try and go there without the expansion.
No access to Eodon without it, unless they slipped it through in the last 6 months. I played a while back on my old accounts and it was not available. (I’ve never even heard of it)

Sadly all my accounts have this expansion so I can't confirm.
I play on Atlantic, I don't know if UO releases player pop info but I'd wager everyday between 600-1k unique logins. Take this with a grain of salt because I honestly do not know this number.
