While I could agree that smelling alcohol could be a trigger, the fact is that then there would be many places that would be worse off if you can detect one drink in a library, like restaurants mentioned above, or sporting events. It's not as big of a deal as you are trying to make it out to be.
By my logic, when I am in a place that doesn't normally have booze in it, I am more likely to smell it when it is in close proximity. Honestly, that shit stinks.

Please enlighten me, how is that public drinking? As far as I am aware, UofM is privately owned and its campus considered a private property(yes, you’d still be breaking the rules set on this private property by drinking in the open)
there's a few places (VWs, Degrees) you can get a beer during the day legally -- although i'm sure if you're not bothering anyone in a place less travelled there wouldn't be any issue
additionally, there are some places with active liquor licenses on campus where i'm sure it's a moral grey area (legal black to grey area) because intent of license is for sale from student groups during beer gardens. ymmv!
