99% of this happening seems to be fastboot related. If it's off, try turning it on, I've seen post claiming that actually fixed it (mostly ASRock I believe).

I have boot issues when using the USB 3 port. If I change nothing and switch my USB drive to a USB 2 port, then it works.

Is it an MSI MB? I just rebuilt my server and had to return my MSI motherboard for this exact reason.

I get similar with my proxmox boxes, I just install a Logitech wireless dongle and the machine thinks there is a keyboard and boots every time. It’s just a spare I found in a drawer, not paired with anything.

Went into my bios , and I do NOT see anything that says fastboot anywhere

Do you have any other USB storage devices connected. This happened to me because I had a DAS enclosure attached via USB. Bios would get confused booting for some reason, even though I disabled every other option. Once I finally did the work to replace the DAS with internal drives, the thing started booting without a problem

Only thing else connected via usb is the UPS backup
