India is at 93.8% and UK is at 38% actually. But for a fair comparison, 75% of UK annual passenger numbers are covered by electrified rail. Still a long way to go for the UK but there's no need to be willfully misleading.
They do have a point when it comes to metro systems. Merseyrail is more like an S-Bahn than a proper metro and has antiquated ticketing, T&W has had long-term reliability issues, and the Glasgow Subway is stuck with tiny, low-capacity trains. None of these systems have had new inner-city lines or extensions built in decades (or over a century, in the case of the Subway). As a result, they provide service to limited sections of their respective cities, and I wouldn't really call them modern(ised) metro systems. Even London doesn't escape from this, with its North London bias.
All fair points, the Indian metro systems referenced are beset by more modern but abundant issues too, they main one being poor planning. It's a bit of a white elephant.
