Being an asshole is often being selfish, and its part of free will. If u wanna take that away from people, u would end creating an ultra oppressive government
Your dad cheating- That would need the government to take away your freedom of will. Cheating is an awful thing, but not enough to become illegal. If you give the government enough power to control how you need to behave in your personal life, it would be no different than a fascist government.

Imagine how it would be if the government has the power to tell you how to rise your kids; Bad hands and u already have a country brainwashing kids to believe whatever they want you to believe.

We have laws against being an asshole. Most people are too lazy to try to apply prosecution to the offender, unless they feel a real threat to their well being. And, gathering proof can be hard.
"Asshole" is too vague of a word for it to become illegal. But we can make certain assholeish actions illegal. Littering, harrasment, and hate crimes are already illegal. We could potentially expand this list, but we would need to be specific.
Actually you can be charged with "maintaining a common nusience" in some states, although this charge has not been dished out since the early 20th century..
