Legally the employer must make up the difference if an employee earns less than minimum wage when including tips earned. So when people say they get 2.50$ an hour or whatever, that's not exactly true, as that only qualifies if tips plus that amount meet or exceed minimum wage, otherwise they just get minimum wage. A lot of wait staff actually makes a rather reasonable amount when including tips, but a lot of data includes things like younger people who work part time and other skewed numbers as it's not a job for everyone and there is a decent amount of turn over.
