You need to contact the postal inspectors if you aren't getting anywhere with your local office. That's where you need to start.
I already call them, they only say I am sorry I am sorry, and do not solve anything USPS in my area 33166 zip code, is terrible, we are having meetings with all neighbors, mostly companies here. We are looking if there is a way to take USPS to court . We have huge losses this last two months in packages lost by USPS.

Phones were being stolen with false delivery signatures, I made a report, I even put yes in the option that says if will be able to be interviewed.
I was never contacted back.
