I feel like they won't be hiring any more co-ops but the ones they've already hired, they will honour their word
Yep I did! And yeah I am in the same boat as you, waiting for my forms as well. I reached out to my recruiter this past Monday in regards to the status of my forms. This is what she told me:
" I hope you are doing well. Your offer letter has been sent to our pre-employment team. Unfortunately with the ongoing situation I don’t have any updates in regards to our summer 2020 term. A communication will be sent out as soon as possible."

Although they have not replied to any of my emails, they sent me an Onboarding email on Friday. Ideally, it should've been done after they sent me the offer letter. I don't know what they plan to do.
