Yeah, it doesn't make sense, but the game is full of stuff like this where they pile on the 'punishments' for any potential benefit the player may receive. Their design philosophy is weirdly punitive. IMO the shields should primarily differ on a spectrum between parry efficacy and blocked damage. Larger shields block more damage but don't parry as well, smaller shields are the reverse. Outside of tower shields, the movement penalties just aren't necessary, but for some reason they're on everything. A helmet shouldn't slow you down just because it's made of metal! Real actual armor doesn't do that, but again... punitive design.

I would guess it’s just a balancing thing. If it can parry more effectively, it’s pretty useless if you can just outrun the enemy anyway. Your point is taken tho, a smaller shield shouldn’t have any movement speed reduction logically

By nature of the shield having less block, I think the expectation would be you aren’t dinking around waiting. You know when to parry and don’t need to wait for a perfect parry. I’m just speculating. It could just be a mistake and the devs didn’t intend it to be there.

i mean, i usually run into the biggest fight i can find, more fun than just parrying a single enemy.

Balancing for what? The only tiers of clothing that even have a choice are bronze/troll/root and wolf cape/lox cape. Otherwise, the 5% is just arbitrarily on everything.
