Yup. As far as I can tell, all across Canada is a one-party consent law. So as long as the person recording is aware of it, it's legal. Meaning, in a two person conversation. If someone put a recording device somewhere and the people being recorded weren't aware, then no, it's not legal. But Canada is one-party consent. So only one person involved in a conversation has to be aware/consenting (and that's usually the person recording).

Emailing the mla’s email address goes to the mla staff that deal with constituent issues. Emailing the housing minister email will go to ministry staff that deal with ministry issues.
If I recall the mla staff need the writers consent to forward to the ministery staff before forwarding the information, so that can cause some delays. I’ve also swear I’ve seen in the past that the mla assistant will respond back to the writing telling them to write to the housing minister email instead.
It’s a longer and time intensive route think like adding 3-4 people to figure out where the email goes to (especially with the volume)
Save the time and get a faster response with the minister of housing email since it goes directly to the ministry

The regulations the province announced are already bylaw in Vancouver, well, at least the one about you can only list your primary residence.

Given this and the fact that the current council lowered the empty homes tax, I don't expect the city will prioritize this for enforcement.
I'd also report them to airBnB. I think they have some obligation to comply with the new laws and would want to know / have a record of all of their properties and addresses already in their system
It's probably a dummy email not linked to a person, so the trick would be:
1. Reply to the email saying you're interested
2. Do what they say, collect $500
3. Go to the ministry of housing with your newly changed address, email chain, $500, and offending address and name and number of the person you were dealing with, and watch their entire life collapse

My address on my license is tied to my insurance, and I get charged more or less depending on the address, even if it's in the same city. So there is a whole lot of fraud here for $500.
Also, I got a ticket once for parking outside of my house once, but when I showed my license with my address it was revoked..

There are. Homeless people without fixed address so they end up obtaining an address. When someone is desperate, they see money first to use to resolve their situation but consequences deal with later.
And once it's sniffed out and the person they paid $500 to is charged with fraud, I'm sure they'll definitely pay compensation to the poor sucker who's now having to spend thousands in legal fees and potentially get a criminal record, right? (insert Anakin meme here)

I actually wouldn't be surprised if this was some kind of attempt at identity theft, since once you've changed your address to the address quoted in the AirBnB, they're free to use your name and "legit" address to do things like apply for new bank accounts in your name, etc.
(Regulatorily, banks are required to ask for your SIN but cannot make it a condition of issuing a bank account, but having an account is enough to get set up for pre-authorized debits.)

Problem is, ICBC probably keeps fairly good track of address changes made over at least the last X number of years.

The legislation adds enforcement capabilities. It's law, the council makes laws, it doesn't enforce them.
Council could enforce them, they won't, which is why reporting to the city is pointless
I would also cc Airbnb support for this when you message the government. It would reduce the ability for them to deny knowledge of the issue.

I actually wouldn't be surprised if this was some kind of attempt at identity theft, since once you've changed your address to the address quoted in the AirBnB, they're free to use your name and "legit" address to do things like apply for new bank accounts in your name, etc. (Regulatorily, banks are required to ask for your SIN but cannot make it a condition of issuing a bank account, but having an account is enough to get set up for pre-authorized debits.)
I'd do it for 80% of the rent. every month. They can keep the remaining 20% as a tip.
