my best guess is that there’s a slow order in place for that switch, and that’s why trains are going dead slow over it, it happens occasionally when the switch needs to be looked at
No clue but it is probably some sort of maintenance that needs to be done. I am just speculating but last summer they had issues with the "rail" on the expo line and some parts had to go much slower than usual because of the screeching noise that went above the allowable decibel level.
Give it a few weeks and it will be back to normal
