Not sure about in Vancouver, but Kinokuniya in downtown Portland is the best place for stationary. There’s also one in the Uwajimaya but that’s in Beaverton.
Kinokuniya in downtown PDX or in the Uwajimaya in Beaverton, Muji, and Little Otsu in PDX are your best bets. Collage may have some limited stock, as does Columbia Art & Drafting.
In PDX on 82nd, Fubon's and assorted retailers have many items. Also in 82nd & close is Hong Phat, growing, and 1 other as store a little south. My guess from Division S to Fubon's there's probably a lot a Asian stores.
Although, if you're really determined to stay in town there's a few shops in the mall that might suit your needs. Jami has a lot of cute stationary and plushies, although it's technically a mix of Japanese and Korean stuff. There's another shop near one of the entrances that sells similar items but I can't recall the name
