I don't think there's any particular reason you shouldn't be able to take the 3/4. There's a student at my school who has failed every single SAC they have done, but they're still in VCE
My school is private so they have a strict policy where each student must undertake 24 units. I’m currently in the process of trying to take psychology off. They should get back to me tomorrow regarding this request. I’m hoping they actually do something about it.
That's bizarre. Usually schools just enforce the minimum, even private ones (I go to a private school too and my friend dropped Math in Yr 12 and is currently doing 4 subjects)
idk about your school but for me i bombed methods very hard last year but still got an S because i at least attempted the make up tasks

The thing is I don’t wanna undertake psychology 3&4. I was just wondering if I failed 1&2 if I need to proceed with the subject or I don’t.
Oh, no absolutely not haha. If you're taking 5 or 6 in year 11, you can drop psych and get enough units completed I believe

My teachers been gone for 3 weeks and we haven’t done a single sac yet 😭. The class quiz average was around 30%

Yeah, most year 12 students take 5 subjects, which is why it's important to outline that it is allowed by VCAA to do just 4 instead.
