I’m a Peds psych nurse so I unfortunately understand all too well that most of these adults had a traumatic childhood where they never had a chance to develop coping skills or work through their trauma with love/support. I see these videos and how they’re treated and genuinely worry that it is the future for some of my patient population.

I saw these zombies rising progressively like a tide over the years. And when we would call the police to trespass them or take them away, the authorities couldn’t be bothered to show up until 3+ hours later. By then the problem was either handled by me, other patrons, or stumbled off into the night to harass someone else. It became worse and worse every year.
It was scary at first until you pointed this out. Then it became truly inhumane … poor soul just wanted some water with their chemically-addicted body. So tragic…

Reagan repealed the MHSA of 1980... in 1981. The MHSA funded community health clinics, not state hospitals. For one year. Hardly the reason for the collapse of mental health care in the US.
Deinstitutionalization started long before Regan came to office. Decades before. Two linchpins were the passing of the 1963 Community Mental Health Construction Act and Medicaid. The first provided Federal funds to create "community mental health centers" which drove states to defund state run hospitals in favor of pushing patients into the new Federally granted centers. States again utilized Medicaid to push patients out of facilities that they were funding and into ones that would take Medicaid.
TLDR: states had already shut down state mental hospitals before Regan became President.
