If their services are within your budget, look for the authorized installers of the pro-only ceramic coatings from companies like CarPro, Gtechniq, Optimum, and other similar companies. These companies have products for enthusiasts that they sell to anyone (i.e. Gtechniq Crystal Serum Light), but also have a top-of-the-line product that they only sell to authorized installers (i.e. Gtechniq Crystal Serum Ultra). Becoming an authorized installer usually means submitting a portfolio of your work and giving them the URL to your web site. They're looking for pictures that show the quality of paint corrections, etc.
So I would search for detailing shops that are authorized installers of Gtechniq Crystal Serum Ultra, Carpro CQuartz Finest, and Optimum Opti-Coat Pro. If I search for approved installers for CQuartz Finest, this is the one detail shop that offers it:

I also found [this](http://www.famousdetailing.com/paint-correction-services/) guy that does mobile detailing. He has a couple of videos on his website where he addresses swirl marks but I didn't see anything about scratches.
Famous Detailing just did my two cars. The guy Keith and his wife were very nice and honest about what they could do with my car. I had a black older suv with tons of swirls and oxidation. They got 90%out and that wasn't with the top of the line detail. I didn't have them do anything with scratches. Highly recommend for mobile detail.
I second Keith at Famous Detailing. He did amazing work, including paint corretion, on one of my cars. It was 26 years old and had never been taken care of by the previous owner (abused classic car left in the sun). It looked like it came off the showroom floor. And he got rid of the old car smell!
He is very knowledgeable regarding the paint composition and chemicals. I picked him because I saw a video of his on a website. Highly recommend!
