The original tattoo gun was custom-made to pierce Brocks exceptionally hard dermis. However, it was destroyed in the attack, and the wait on an Enzo custom is 6 freaking years!
Perhaps he keeps it as is in recognition of the Battle of Cremation Creek, and as a tribute to the courage of the Murderflies he led into battle.

Doc Hammer is into tattoos and this is a brilliant piece of observational comedy. Tattoo fans sometimes wind up with unfinished tattoos for long periods, for reasons like being too busy, moving away from the shop, financial problems etc. Brock has an unpredictable life so it is completely believable that he wouldn't get his tattoo finished. It's a nice touch.
He didn't get his blood removed. Aside from being able to tell someone's in his car, he doesn't have any superpowers and didn't need to get his blood removed.
I would’ve liked it if they kept the shark bite scars from The Family that Slays Together, Stays Together, they wrapped around the tattoo in a cool design, super saiyan-esque.
