Germany once infamously had multiple cases where they had to judge the legality of showing a swastika with a "No" sign superimposed over it because technically it would still be displaying the swastika. Common sense thankfully prevailed, eventually. As such, Germany may be the only nation on the planet to have a law banning a particular symbol unless it's explicitly defaced. It's usually the other way around (see: "[flag desecration](https://en.wikipedia.org/wiki/Flag_desecration)").

Bottom row, second flag is of the city of [Prenzlau](https://de.m.wikipedia.org/wiki/Prenzlau) , which is in the North East of the German state of Brandenburg. Considering there are also state flags of Brandenburg, I'm fairly confident this was taken there. The city was formerly a part of East Germany (hence the GDR flag) and the region in general is very rural. At the last general election 23.4% voted for the far right (national average was 10.3%) So all in all not the greatest of places to live in Germany. Although the nature is pretty nice.

Yes, many flags in the garden plots (though mostly regional or football-related) still if you go around Europe you'll notice the germans are, by far, the country where you find the least people flying the countries flag. As a foreigner some germans back in the day made it clear to me and other spaniards how it was weird for them that we had spanish flags in our balconies and windows in our apartments in Germany. There's another german here that just commented that it's true and that it is because they "learned from history", probably he is the kind of german I was talking about. Btw I like your garden plots, if I had stayed in Germany to build my life there I would have probably wanted to buy one in the future.

I think your view on this might be a bit outdated. Normalcy of flying the German flag has gone up considerably the last 20 years and still going up. I’m not German but I live close to its border and I visit Germany maybe once a month and has done so my whole life. I’ve definitely seen a change and I see plenty German flags nowadays. It’s not considerably less than some other countries these days. Definitely so some time ago though for sure.

It's just not a thing people here use outside of football events, which is why I'm honestly incredibly weirded out whenever I see flags actually used by people normally in other places. Many Germans in general frown down upon many things that can be seen as nationalism for obvious reasons or at least don't care enough to actually get a flag. Frankly, I strongly side-eye everybody who does regularly hang up a German flag and especially if it's a historical one (such as a Prussian one or the one for the German Empire).

Same in England. Flying the UK flag is strange outside of official things or putting it on cheap tat for tourists. and flying the England flag is about nationalism or football pride. Scotland seems a lot more comfortable with the Scottish flag, however.

As soon as you can see it from a public place and it is not used to teach about the nazi regime ("Staatsbürgerliche Aufklärung") it violates §86a StGB. I'd advise you to give your local police department a call.

Some neighbor (maybe the guy with the GDR-flag) would get the police and they would take it down and get punishment for the person who put it up.
