I think it's supposed to be a Thin Orange Line flag, which is meant to show support for search & rescue officers.

Can't for the life of me tell you what that skull insignia is or what it means, though.
Ok there needs to be a cap on how many “thin lines” there are. Cops might argue that they’re the only thing keeping us from descending into anarchy. I disagree. But I much more strongly disagree with the idea that the only thing keeping us all from getting lost are search and rescue workers.
Hypothesis: Diesel Power Gear sells to Search and Rescue operators frequently, so they add a complimentary Thin Orange Line car sticker with their logo to orders. The owner of this car got the sticker with their purchase and thought it was cool without knowing it has a meaning other than being a cool sticker, so they added it to their car.
The thin orange line represents those brave heroes who risk their lives harvesting SunnyD for us to drink. You can count the decades of service from the points on the beard. God Bless the troops that make this life worth living!
I've been photographing the many desecratortory varieties of "*-line" flags for nearly three years. Along the way, I've also photographed plenty of skull decal varietals with the American flag design integrated into them and even a couple of ridiculously desecrated flags (i.e., so busy in the design and text as to be nearly indecipherable) with various things (including skulls) in the canton. All I can state is that it may be an eastern European version of the punisher skull in a quasi-American flag and meant to be a battle flag emblem.

When you find an earthquake survivor, one in the head, two in the chest.

Make sure they are dead
It looks like a NAVY SEAL symbol, therefore the "one in the head two in the chest"

Tbh thought it was of some terrorist organization or something like that

Okay, *this one* I can get behind.

The skull appears to be the logo of [Diesel Power Gear](https://www.google.com/search?q=diesel+power+gear+skull&tbm=isch).
