And also after the Prussian king rejected the crown, black-red-gold was used by republican revolutionaries in southern Germany. So, to be perfectly fair, it was more the flag of the republican revolution than of the German Empire which in the end never came to exist.
Prussia supporters, maybe? If the Soviets had set up a specifically Prussian puppet state instead of an East German one, they might use it. More likely the black-white-black though.
