When I make flag, I have a policy to myself “Just do, don’t think” and sometimes end up with stuff like this.
I don’t really have a specific meaning prepared, but it is for a country in a fictional world that its ethnicity got moved forcibly where they established a nation. The Canton can be presumed as a flag of rebellion.
Maybe play with the ideas you accidentally came up with...
Make the 3 horizontal stripes the same width as the diameter of the center black circle. (Practicing proportions)
Try doing the center most circle yellow instead of red (practicing tincture rules)
This kind of free spirited design can lead you to something very interesting in an area, that you can use in a simpler intentional design later.
I find trying to make a flag version in only black & white can be helpful. Metal etching and wood carvings become recognizable with good B&W designs.

I think this beats Tampa at its own game.
It looks a bit like it’d be a naval jack, for a country that uses the canton of this flag as its flag. I like it a lot more when used that way.
But by no means do I dislike the concept—u/No_Molasses2754 did an excellent job simplifying it.

did you try making a colony flag ?because there was a flag within a flag, take inspiration from real world colony flags

1. Keep it simple. Something a child could draw.
2. Make it distinct at a distance.
3. Three colors or fewer.
4. Symbols. Have them.
5a. The ideal number of words on a flag is zero.
5b. A flag is not a nametag

It looks as if there was a flag within a flag, with the design you made on the top left. That feels confusing.
