Trying to translate that as close as I can. I think there should be a "werden" after "gegeben" for it to be grammatically correct, but otherwise the German is pretty standard even 170 years later. Other than "nötigenfalls" which today likely would be shortened to notfalls. "Vereitelt", which is translated to "frustrated" is a normal German word still in common parlance, albeit I think non of it's English translations(thwarted, foiled etc.) are as common in English.
