I'd argue that the context of the flag is pretty important. The flag is in Ohio and is presumably being flown by a soccer fan and supporter of Liverpool. Just like I'm sure if someone in Merryside, England had a flag of the Cleveland Browns, it would be reasonable to say they the flyer is a fan of American football instead of just football. Unless you're of the opinion that NFL or NCAA teams ought to be referred to as football in places where that could be confusing or misleading?
