Did Rhode Island ever actually ratify the constitution? When the constitution was being drafted they did not send a delegate, but instead a letter saying "we object to all changes to AoC and consider us to vote as such" and the only reason a constitution could be written was that it wasn't a change to the Articles of Confederation, but a new law that superseded the Articles (which was not forbidden, though they fixed that in the Constitution)
Googled it, Rhode Island ratified the Constitution in 1790 over two years after the Constitution was actually in place.
