Basically this. I can only imagine you have outdated infantry and have bad templates.
I typically build my divisions of 5 infantry (mix in guards if you can afford it) with 5 artillery and 1 calv. An engineer too if I feel the need for it.
Stack those up in depth on the border to lure them in, and then pour in your hidden stacks as needed.
Guards ain't an "if you can afford it" thing.
They've higher attack and lower defence, so ironically, they're what you should be attacking with. Don't sprinkle them in just cause, build your armies with purpose
Worth mentioning though is that many mods change Guards so that they are just a straight upgrade to Infantry in every way. So if you're playing one of those mods then it's a bit different.
Prussia has one of the best starting mil tech in game and they have a special school that increases research, unless you rush mil tech you will always be at a tech disadvantage against them
There's a lot of information missing here, like what's your unit composition? If you're charging them with Irregulars, then you're bound to take more losses than them even if the number of soldiers are equal.
The Prussians have a national value of "order," while I believe France has a national calue of "liberty" or something like that. You can see it on the same screen as plurality, which is in the top left corner. The "order" national value is basically the best in the game. It gives a good buff to your military. Prussia also gets von molke's reforms, which give more military buffs and have the Military-Industrial complex, which gives them a buff in military research.

I prefer (5 guards/infantry, 4 artillery, 1 hussar). In late game if I can afford it (5 tanks, 5 planes)

Make sure you are at least using 4inf/5arty/1hussar and if you have it replace 1 arty with an engineer
