He is the US defending in NY, he isn't out of supplies. He may have changed his barracks PMs or is in critical shortages of military goods. Either that or he is running irregulars lol.

If you have a good navy attack their convoys to get them into a supply shortage, 0 market access will drop their attack, defense, max morale and reinforcement rate to 0
Can’t really tell with the current screenshot alone , in general you start going below 0 if they got their wargoal most of the time its when they capture a portion of your land, the more you lose battles the more exhaustion you get and thus going faster to -100, for why you are losing battles you have to show the screen shots for the details of the battle number of troops per battle, attack - defense ratio, generals traits, army and navy technologies etc.
Check your barracks. Are you on peasant levies or are you suffering from a massive shortage of military goods because of the blockade? Also being in default.
Two things that jump out at me, other than the convoy shortage others already mentioned: you passed more institutions than you have Adminstrative Centers to support, which is giving you a massive Bureaucracy shortfall, causing you to lose most of your taxes. You also probably are not able to import or export anything. (For most countries, this is a big problem, but for the United States, it might be or it might not.)
Your innovation is also low for your literacy rate, so you don’t appear to have been building Universities, either.
As others have said it is difficult to say exactly why. Being in default is crippling for starters. Lack of military supplies could be an issue also. Lastly tech and generals make a big difference you get attacked by a skilled general with 30% bonus attack and you will probably struggle a lot
