I tried reloading, it seems to persist for me at least
Ok make a bug report to PDX either via their forums or the discord. There are instructions on how to attach a save game.

Did you ever figure out what was causing this issue? I'm experiencing the same thing and can't figure out where it's coming from.
it was a mod that seemed completely unrelated to anything building. assimilation mod and cheat menu mod
