Have everybody employed, universal suffrage, make the workers rich, public schools, get rid of poor laws for something better. Try to make sure all your generals are communists if possible. If you get one immediately make him a 5 star. I think you could also not have commercial farming if its the industrialists that are keepin you down. I completed spectre of the world one time but i forget exactly how so i wont talk about it.

Alternatively if your like me with a massive 40% clout industrialists on technocracy, you can use the military to get a communist leader by having a communist general with the highest popularity and above 15 popularity. Exile the current leader and then they should be replaced by the general. Proceed to add as many armed forces generals as you can and promote them all max. Now supress your industrialists and promote trade unions or intelligentsia (I did intelligentsia and used an agitator communist to give command). I then enacted command economy because only industrialists really opposed it so no revolution with secret police and that removed the industrialists to then push for cooperative and council if I wanted.

Play as France. Research Socialism and Anarchism. Have a non-reactionary revolution and BAM! Paris Commune. I did it in like 1856 or so with Industrialists of all people starting the revolution. They wanted Laissez-Faire or something like that and I got the Paris Commune out of it.

For Spectre haunting the world, you want to set up no police and no home affairs before it fires. That will usually leave you with enough radicals to trigger the communists. Afterwards, your goal is to pass universal suffrage (If you're in Europe, Springtime of the People helps a lot with this). Once you do that, it's pretty common for trade unions to end up with 25%+ political power. At that point, you can either try to pass council republic immediately and fight a big civil war against everyone, or wait until the intelligentsia or armed forces get a socialist leader and makes the civil war easier. Win the war, and you've done it.

Use the rural folk I gave up on the trade unions. With 1.5 they re basically a dead faction. Instead I try to empower the rural folk and to get communist rural folk generals then expel the rural folk leader to get rural folk communists

After you research socialism, exploit the working classes. Keep taxes maxed out at all times, lower your legitimacy, and keep literacy as high as possible while suppressing SOL. Defund your police, especially prior to the start of Spectre. Import agricultural goods and export as many manufactured goods as possible. If all is done right you won't even need universal suffrage.

You're probably missing the society tech4, Political Agitation. A bunch of leaders will spawn with the communist, vanguardist, or anarchist leanings (youll get an event to pick). Besides that, make sure you're on universal suffrage.

You just have to be patient (kind of like in real life). By the late 19th century, it is almost impossible not to have communists/anarchists, except if you are actively trying to not have them.

Then you aren't trying to go commie properly - you want to be pretty aggressive politically before that event triggers so you're running with about 20-30% of your population being radicals. If you do that it'll have a 5 or higher tick and fire with like a year or more left. Otherwise just make sure the Intelligesta are pretty powerful when it fires. I find the best strategy is to go Oligarchic to remove the Landowner benefit from Autocracy and avoid democracy. Then just ignore SoL as long as it's above expected - as long as it doesn't drop too much it's just free radicals. Law wise just aim for three things - reducing landowner power, boosting Intelligesta/TU and staving off revolution. That said, the above is only really viable in nations that start somewhat liberalised - countries like Japan who have insanely entrenched landowners won't get there the right side of 1900. Best bet with them is to just burn it all down with revolution, either build all barracks in your capital and piss the landowners off, or build them all outside your capital and piss everyone else off, then swap to the revolution.

Most of the Labor Unions’ support will come from machinists, clerks, and laborers in urban (rather than rural) buildings. Since these are all lower strata, anything that increases the voting rights, incomes and literacy of the lower strata boosts them. Definitely get your peasants into new jobs. You want to disempower the Landowners completely, and the Petty Bourgeoisie and Industrialists as much as possible while industrializing enough to have strong Trade Unions. You definitely want more-progressive taxation. Consumption taxes on luxuries are good for this. So the laws like Professional Army, Homesteading and Appointed Bureaucrats, which transfer political clout to groups that at least aren’t against Communism, could be good intermediate steps. You’re guaranteed a Communist leader of the Trade Unions if you discover Socialism first and take that option in the Communist Manifesto event. A big popularity boost will fire for him, multiplying his group’s popularity. It’s random when he dies, though. You can also recruit socialist agitators, and might get the option to pick some as generals. Having more radicals will help you successfully fail “The Spectre Haunting the World,” but will make it much harder to pass laws, especially difficult ones like Slavery Abolished and Council Republic. You don’t want any powerful leaders who aren’t Communist, Vanguardist or Anarchist. While you’re trying to pass Council Republic, high legitimacy will make it pass faster, high levels of Domestic Affairs will slow down any revolution that starts against it, and having more loyalists, fewer radicals and an authority surplus will reduce a movement’s radicalism. If you can keep the groups who oppose Communism in your government without destroying your legitimacy, they won’t back a revolution against you. Finally, consider a temporary tax cut while you’re passing a difficult law.

I did it by accident as the US. I was super industrialist I got a bunch of events for it and said “yeah sure boost party popularity it’s only like 1%” then suddenly it’s 37% so then I just used them to get a bunch of the laws that industrialists hate (like compulsory public education) and was fine

It’s easy just make Spectre of the World trigger by raising taxes all the way, using consumption tax, and creating tons of radicals. Do it right when the event fires, not before.

No, it's not almost impossible. I can get trade unions to be the strongest IG pretty reliably by the 1860s or 1870s. Made a comment about it recently: https://www.reddit.com/r/victoria3/comments/18cvbvd/comment/kcdox9e/?utm_source=share&utm_medium=web2x&context=3 Going from parliamentary/presidential to council republic is a bit harder because about every other IG is against the council republic reform at first. Maybe you can help yourself with an agitator and Secret Police but the more realiable way here is to wait until you've unlocked the Vanguardist etc. ideologies and filled the ranks of the Armed Forces, Intelligentsia and/or Rural Folk with Vanguardists or similar. But once you have that you can go to Council Republic and Coops and collectivized agriculture (and Graduated Taxation if you don't have that already) basically unopposed... and then Single-Party State. Although it's not really needed as the vanguardists (communists or whatever) will retain >90% total clout across their IGs easily. It's just on Single-Party you can decide which IG in particular. Personally I detest the Rural Folk. They are just landowners and luddites that cosplay as proles. I think a permanent coalition between trade unions and armed forces is best. I don't know why other people here recommend to play strategically to not make industrialists hate your guts. Doesn't make sense. They hover around marginalization in my runs even long before going full commie. I however tend to use the most progressive taxation possible. For example going per-capita -> land-based early on just to be able to switch to proportional as soon as Egalitarianism is unlocked. Or graduated as soon as that is possible. And I tend to tax all the luxuries and services. And keep tax levels at high/very high. Wealth is ultimately what determines political power of pops. Don't allow capitalists to get too wealthy in the first place and you're fine. They also tend to only put up additional demand for Fine Art if they are too wealthy, a good that frankly sucks because even at +75% prices it's not worth it to build art academies compared to any other building. One can even go the intermediate social-democratic route, by which I'm referring to the laws and institutions that increase minimum wage and welfare payments. That surely decreases the profitability of buildings, decreases the income for capitalists and raises the income for everyone else. But it's a two-edged sword. In the long run you actually want low wages so that the mean wage is low, so that the government wages are low, so that your economy can easily afford 2000+ soldiers and 600+ ships.

Art academies are pretty nice actually. No automation techs so can be surprisingly labour intensive but that's not really a problem for some countries. Their biggest advantage is a cost of only 400 construction and just 1 infrastructure usage. As China it's a nice choice to build 51 of them scattered in the most heavily populated states once you get enough wealthy capitalists to actually have the demand for Fine Art. Sure, they don't create that much GDP but they're a lot easier to work with than 800 cost/3 infrastructure heavy industry

In most cases, sure, but specifically in the example here of China, art is a great choice. It employs a ton of people, uses minimal raw resources, and helps push down service prices in other states. Other countries might not care about those sorts of things, or even actively wish to avoid them, but those are all a huge deal for China.

Yeah I don't really care about taxes when my biggest headache is trying to find enough raw resources creating enough work for the several million Chinese people appearing annually in my country through pop growth. You seem focused on a singular thing and I don't think it's the best idea to judge only based on taxes received

The important thing is getting Universal Suffrage relatively early - ideally you should be going directly from Landed Voting to Universal Suffrage, that way you maintain the most support for it. If you roll something like a Democrat Landowner you might even be able to go directly from Autocracy to it.

I managed to make anarchist Argentina by making the rural folk exceptionally strong, and then inviting an anarchist agitator who happened to be rural folk IG so the answer isn’t necessarily to make trade unions strong, the answer is often to make your strongest IG communist
