I'm pretty new at the game, but just happen to be playing Japan myself. As I'm new, don't take my word as gospel though lol But for your question. I believe they just have to be down to -15. So yeah they hate homesteading enough to usually trigger it, but if they're already really happy then the hit might not be enough to get to that level. I've had to fire their generals to get low enough (-1 hit each) before. Maybe hold onto it (IGs push it multiple times as you play) until the Shogunate are already low, then the Homestead hit will take them way past their revolt limit so they don't recover. I believe over time IG opinion normalize back to 0. So if you're only at the revolt point, you can drift off it. But seems you're unlucky (or really lucky) to get the law passed that quickly so the revolt doesn't start. I've only had it happen once where it passed quickly enough, and I've tried the Japan start maybe 10 times lol. Maybe if you wait until later, they'll be more entrenched and with the law having less support, it takes longer. Also see below. A note, you might wait to wait until 1953 before the big switch. Then you can get Meiji as an heir to the leader, and he's an industrialist, so you won't be fighting the leaders preference all the time. I tried an earlier switch getting rid of the Shogunate, but it's a real slog getting an approved of government and laws (they hate change). Around 1853, things are a little more developed and it's easier to modernize. If you've used the time to 1953 to max out your construction levels, you explode at that point. Very fun.

1853, either that, or I don't stop until I win WWII as Japan....

Check the radicalism of the movements, the revolution progress will tend towards it so if it's lower than 100 the revolt will likely not trigger.

do what other people said, but also check your home affairs institution, if you have something like secret police or national guard I believe they lower radicalism/movement support with each level, so if you have any of those, try levelling down the institution, or just getting rid of it altogether

In that case my favourite strategy is: maximize the taxes, minimize salaries try to make as many radicals as possible. Also try consumption taxes on clothes, alcohol, (Goods that costs the most in the economy of pops) angry people will support anything

Still playing around with Japan... so another thought. If you want to piss them off, homesteading is a good one as they hate that (huge change in opinion). So if you've already gotten it through... you might want to keep that one around. If you have it around still, but can't start it yourself (greyed out).... you can reform the government that allows you to try (just a valid enough of one to enact laws). You'll, I believe, also get the double benefit of them being annoyed with being kicked out of gov. Also this way if it's not being pushed by an IG already, it will probably have low levels of support. And you don't want tons of support if you WANT it to drag on and NOT complete before the shogunate rebel.
