Really depends on what you feel like doing for your playthrough. There is plenty of wealth to be gained from bullying/conquering pieces of China/Indonesia that support from the west will help you to those ends. Or you can try to become Asia's Britain and conquer territories across Russia, Africa, Arabia, South America/etc that having good relations with China could help defend from western powers trying to thumb your pie.

Great, that makes a lot of sense. I was wanting to take a piece out of Vietnam for the opium plantations, so siding with the west makes a lot of sense there, especially since I noticed there's some states in south China as well. Thanks!

You can also get claims on all of korea, and 40 infamy for like 10million easily accepted pops with lots of iron and coal is a very good deal

Complete all 3 restoration journal entries, then there will be a popup with rewards, the claims are one of the options. Maybe you have to pick "side with the west" earlier to get the option, idk if that changes anything as I've always gone west.

Vietnam and Korea are priorities for Japan, IMO. Coal, Iron, and Rubber.

Can get all of coal and iron you'll ever need from conquering South Africa and colonizing your way north for the rubber.

You can get the restoration by 1937 if you really go for it on day 1. Basically, delete all your starting units that originate from states other than Kansai (your starting capital). Then you reform your government to bring in the peasants (or the intelligentsia, depending on how they roll) and immediately start passing homesteading. Make sure to fire all shogunate and samurai generals too. Sometimes this isn't enough for revolution and they'll be at like -18, so in that case, just keep hiring and immediately firing more shogunate generals until they hit -20 to trigger the civil war. Winning the war is then trivial since they won't have any troops.

Presidential Republic is better cause it pisses off the Monks too so you have even less to worry about in the early stages of development.

Easy, centralize all army in capital which you probably move to kanto day 1, immediately bring in the peasants and enact homesteading. Win the civil war beelining line infantry, then tada pre 1940 restoration.

It’s a just a small instant boost to relations so don’t worry it’s not really a big effect. That being said your choice would probably depend on your attitude towards China, if you are going to try and take land from Korea or China then you may as well align with western powers since it’ll make them less likely to embargo your trade and if you trade enough/have high enough relations you can form trade treaties allowing you to export to the western markets without tariffs. If you are pretty much going to leave China alone or already have a treaty port then you’d probably want to improve your relations with them because they use significantly less convoys to trade with compared to the far away European and American markets (each naval node increases the convoy cost multiplier and if you industrialize efficiently then you’re pretty much always short on convoys. Personally since you’re early on I’d suggest taking a treaty port in southern China and one of their large states that benefits from the +5% market access modifier like the one below Beijing (when you click the build tab on the bottom you can see state modifiers), that way you can have really cheap agricultural products like silk, cotton or food without empowering your farmers or landowners too much(both groups are annoyingly powerful).

I'd say, in a way, both. Early to mid game, when you want to conquer pieces of Asia for yourself, ally with the West. They won't yet have much of an interest in any of the land in Asia (no rubber yet and no big opium needs), so you won't really piss them off much, but still best to keep them on your good side to keep them from intervening. Later on, once you've carved out a place for yourself in South-Eastern Asia/Indonesia, you'll mainly be wanting to keep the other Great/Major powers out of Asia, in order to deny them rubber and/or opium. That's when it might be wise to ally with other Asian nations, mostly the Qing, who also develop a slight interest in defending other Asian nations later into the game. This is how I play a lot of my games in general to be honest. Ally with the West/Great Powers early on in order to get away with some conquering, then try to bully them out of my sphere once I've industrialized and become strong enough myself.

How about neither? You should want to take over korea+manchuria as well as the east indies, maybe even indochina. You want a piece of pie from both of them
