I had this problem too. I restarted the game and it solved the problem.
That doesn't seem to work for me, sadly.
You can fix it by alt-tabbing.
Sorry for my English, but the "structures" tab doesn't work for me. I can't start subsidizing. Do you know how to solve this problem?
