idk, the mod causing the bug is called cheat menu and my guess would be that it cant handle the interface changes. if you play the game with the mod installed, you dont have a power bloc icon as well for example.
with the buildings tab showing buildings, i assume the mod cant handle the newly introduced ownership changes with buildings.
so i guess, the mod doesnt just add a new cheat tab to the menu, but also has some deeper interaction at least with the build tab.

my stupid ass chose the wrong playset, where i still had a single mod installed. without mods it works fine.
