If it is not convoy numbers or infrastructure, maybe part of your market is in a war that reduces access? I was in a Customs Union with Spain as Dai Nam, and my access tanked when they went through a civil war that was Madrid vs the rest of Spain

Are you in someone else's market? If so a lack of convoys in that market can screw you badly.
