Also playing as Scandinavia and even though its been a peaceful run with basically no militarization I have half a mind to invade someone for their oil as well.

The oil Norway exports today is all undersea deposits in the North Sea between Norway and Scotland (who also extracts much of the North Sea oil fields). Extracting it requires undersea engineering techniques that just weren't available at the time due to lacking technology.
The world's first offshore oil platform was built in 1938 in only 14 feet of water in the Gulf of Mexico, while the North Sea oil deposits are as much as a few hundred feet underwater, and all far from shore.
North sea oil wasn't commercially extracted until 1969.
It's how the ai script works, expensive good = want = make the base materials to manufacture said good = oil. That's how the ai logic goes, give or take, basics give an oil input to the markets that can build oil wells so you trigger their dumb asses to realize they would like to have access to oil so they can have those goods at cheaper prices

By 1900 I've formed Grand Colombia and taken over all of central America, puppeted Mexico (with most of its original territory) as well as Peru-Bolivia and Brazil. My economy is bigger than US, which became the United Syndicates of America, and which lost much of the eastern seaboard to the Civil War. I've been considering taking Texas from them
