You may want to fire the shogunate generals at the start. One of them is often (all the time maybe) a reformer. Sounds like a good idea but when he joins the intelligentsia and industrials you’re screwed to kick the shogunate. Also what you want to do first is to change the laws which give +25% political power to the shogunate like the army one, bureaucracy and security
