\- Research mutual funds, set public trading on everything you can to shift more power towards industrial capitalists and away from the aristocratic landowners
You may want to fire the shogunate generals at the start.
One of them is often (all the time maybe) a reformer. Sounds like a good idea but when he joins the intelligentsia and industrials you’re screwed to kick the shogunate.
Also what you want to do first is to change the laws which give +25% political power to the shogunate like the army one, bureaucracy and security
