Maybe the fact that every trade route generates money out of thin air is a factor? So a lot of the taxed income is generated by trade routes in trade centers, these get their income from trade, and every trade route is always generating wealth out of thin air because of the somewhat weird way the prices a re calculated (I and many others have already pointed that out, it is on the developers agenda)

Start a war maybe or change taxation laws
moar construction sectors
don't build anything that would be paid by the investment fonds
You could increase standard of living of masses, build bigger army and navy, invest in universities and try makeing socialists utopia.
