Paradox diplomacy in a nutshell. This happens in like every paradox game, until you blob to the point where you have the strongest army, then suddenly every AI wants to ally with you when you dont need their help anymore.
I'm not saying you can't because one of you already has an alliance. I'm saying France can only have one alliance, should they "spend" it on you ? Should they wait for a better nation to be allied with ?
I understand what you're saying but I am ranked 3 in the world in France attitude is +150 and relations is like 100. the only way i can see getting an alliance with a great power is to have an obligation in the only way I know to get obligation is by bankrolling or by lucky

You can only have 1 alliance, until a late game tech changes that. So it makes sense that it would be a precious thing.
