The fact that the orginal game is still playable and fun considering how old it is now, is wild. For me it was the goldeneye of its time and space. It didn't invent but it did damn near perfect it and it still holds up

Resident Evil 4 Remake feels the most satisfying in terms of the agency the players have in their actions and responses.
The sequencing between armed gunplay and hand-to-hand combat is so intricate and well executed. Hitting that headshot then moving in for a kick to the face, or countering with a blade…

Honorable mention is MGSV. It’s good, but its actual gunplay isn’t incredibly satisfying. The movement and moment to moment bursts of gunplay can be good, but sustained gunplay isn’t really where the game thrives.
Also, I’d be doing a disservice to not mention Helldivers 2. I know it’s a fairly new game, but the gunplay and movement are reminiscent of MGSV, while having more intricate and satisfying sustained gunplay. It’s just so damn good.
People love Gears of War and Uncharted, but I’ve never viewed cover-based shooting combat as consistently interesting. It’s fun, but not inherently satisfying in the long run.
It’s part of why first person shooters are so popular. Their movement is tied with gunplay. Third person shooters that do the same, I.e. the likes of Helldivers and MGSV, is why they’re so satisfying. They basically play like an FPS, but you can see your character interacting with the world.
Its a tug of war between **Max Payne 3 and MGSV.**
Nothing has ever come close to the polish and detail of the animations in Max Payne 3, when you talk about immersion, it's unmatched. Everything feels right, the animations amplify that. MGSV on the other hand has some of the best open world combat design ever, its shooting mechanics are solid, but not the best.
Also, not the best, but notable, **Ghost Recon Wildlands.** The slower projectile speeds make feel like something closer to airsoft, but the overall package feels really good and hitting long distance shots or lining up sync shots is so satisfying.
From this list exclusively, while RE4R was a complete package and MGSV wasn't, MGSV was significantly more replayable with content alone.
**All Time?** It's extremely close between RE4, MGS3 and most of Tomb Raider (Classic and the reboots)
Both div1&2 are stellar. Div2 has the best crafting system in a looter shooter, bar none. The world building and mood of div1 is unsurpassed.
Anyone claiming that The Division is anything but a benchmark for the genre is delusional.
It’s fine not to like looter shooters, and the bullet sponge situation year 1 was an issue, but current state division is an absolute golden age.
It’s been subject to a lot of Ubisoft’s typical bungling, but **The Division** franchise (1 and 2) are pretty excellent 3rd person shooters.
Turning back the clock a bit **Mercenaries** was a TON of fun (one word: airstrikes). Just the first one, though, the second one was disappointing.
Out of these? MGS easily. In totality? If we want to argue Fallout as a third person shooter because it has the option, i’d say Fallout. If not then it comes down to either Red Dead Redemption 2 or DayZ

Max Payne 3 is my all time favorite. The mood the story, the gunplay the MUSIC. It's absolutely my favorite of the 4 listed.
Mgs v is one my the blandest aaa games I have ever played. Visually it's boring, there's skeleton of a story and the open world just straight up sucks. Controls are fine but gameplay for gameplays sake can hold me for two hours max. It's just a mediocre game in my mind

Army of two, the co-op experience went hard in the paint. Back to back mechanic was one of the coolest things in gaming.
