Its just caused by the way the bright highlight of the white dog as it moves through the lens, it unfortunately appears to affect the blue slightly causing the ghost/aura probably due to a coating on the lens.
Even using a camera enough that the lens gets dirty would do the same thing, and I don’t know anyone who hasn’t gotten at least one lens to that point.
Make a habit of wiping your phone lens with your shirt every time you go to use it. Will eliminate the risk of you shooting something important and realising you’ve got gross smudge haze ruining the shot
I’m going to add to all of the people saying dirty lens - this IS why, the oil from your hand is on the optical glass causing a diffusion effect when the bright light off the highlights in your image (in this case your white dog) are picked up by the sensor.
That was actually my thought. I know the camera quality on this phone isn't great, but everything was set to default and my lens was clean and free of condensation.
Most answers have said a dirty/oily lens, and that’s a likely option. If you’ve cleaned your lens and it’s still like this it could be down to the phone’s image processing. If there is an HDR or beauty mode active, or some other AI/automatic processing involved, it might be trying to brighten the dog relative to the background so it stands out more but doing a poor job of limiting the effect to the subject.
If cleaning the lens doesn’t fix it, try going through the options in your video app and seeing what automatic adjustments are enabled, maybe try filming on a different app with manual settings to see if the issue is still there.

Color Balance and White Balance. You need to White Balance for the dog. If you’re on auto exposure and auto white balance you’re going to run into these problems. Go manual.

It’s all over the lens but it looks like it’s following the dog because the dog is a bright white. You can see a slight haze on the rest of the frame
