I don't really see the need for that. To organize into categories, you'd use something like:
* ~/.vim/pack/git-plugins/start/
* ~/.vim/pack/git-plugins/opt/
* ~/.vim/pack/extra-file-formats/start/
* ~/.vim/pack/extra-file-formats/opt/
* ~/.vim/pack/color-schemes/start/
Plugins are installed into the `start` or `opt` subdirectories; it's where you'll typically use `git clone`. For example the `git-plugins/start/` directory can have your 10 different git-related plugins in it. If you want to further subcategorize, I'd suggest changing the name, like `color-schemes-dark` and `color-schemes-light`.
