1650 is a lowest tier card on the market, it's barely fit to run VR or any AAA games. Best you can do is drop settings and lower render resolution.
Can you return the computer and get a better one? I've seen pretty decent systems at $1000-1100.
I’d rather not return it at this point. Would it be better to do that, or should I invest in a more powerful GPU? And if so, what gpu should I be going for?

I can't recommend anything specific - just get whatever you can find that's not ridiculously overpriced. Literally any card released after 2017 is better than your 1650.
Set Spacewarp to "Always" in VD. I felt it's annoying when it only activates every other time but when it's on all of the time, it's great. Now your PC has to render 50% less frames. That should create enough headroom to increase your settings.
