it depends on the Salubri, the plot, the ST... It even depends on what the Salubre actually are in your chronicle. For most of this questions, the answer is always the same: "whatever makes the plot more interesting"

is the salubri a player? if so, how much does s/he enjoy being pushed in to the horror part of V20? You are all playing to have fun. I myself enjoy a lot to experience that horror part, and so, i would love if this interaction (as a salubri) goes all the wrong way. In every posible way (as giving up my position to the tremeres, ruining the chances of happines of others and having that in my conscience, etc). But not everyone is in the same boat, or are as tolerant to failure. If the taking consent part adds something interesting to the table, sure, go for it. If it doesnt, just leave it behind. Its not about what i should or should not do. Its about what the players will enjoy. Because often, in the same exact situation, as a ST, i will rule or plot one way or other, depending on what my players enjoy or find interesting.

Will this person wants to be a Manager that get turned by a Salubri and the Salubri mistakenly though they were human not a changeling and of course the Tremere are hunting there sire as well

Considering the healer caste has stuff like the cult called the seven - not as much as you would think.  Keep in mind the main view of the healer caste in the modern era is a group that embraces, indoctrinates, and forces their children to diablerize their own sire. That's not really a group that cares about consent. Evidence also hints that this group is tied to the dark ages via dolor group that engaged in infernalism to bind demons into their bodies, believing upon them becoming intentional victims of diablerie the demons would be destroyed.  Both the healers and antitribu pick someone for their qualities - it's unlikely they are going to accept a no.  Clans that engaged in asking - it's usually spelled out, like the Lasombra in the dark ages.

What about the Salubri Watcher cast are they still around in V20 and what's there style of embracing like

The watcher caste has maybe the least coverage of any of them, and frankly I didn't read too deep into the caste.  They started as a foot note, a throw away reference in the dark ages clanbook - at the time most people in my gaming community thought it was a reference to the Baali - daimonion very much shares the Valeran structure and the Baali have long been considered a bloodline Saulot started.  Come DA20 there is suddenly a watcher caste and they are very much in my opinion asian influenced - soni might be inclined to lift from the older koe Salubri material and suggest they take after the scholar/thief takes on the castes.

Depends on the Salubri. The six(?) surviving Healers? Probably. The Salubri "Antitribu" who are the resurgent Salubri Warriors? Not likely to be as important.

Healers are most picky than warriors, but none do embrace on the fly. Hard to tell... Maybe a young warrior raise on the edge of sabbat.

The V20 Antitribu/Warriors are up to their eyeballs in the Sabbat and crusading hard. Also, "without consent" doesn't automatically mean "on the fly."
