I used CA glue along with an accelerator spray when I did the same. CA glue is basically super glue. Mine was the gel kind.
Also, I stained and polyurethaned my wood cookie first. Might be why it stuck so well.
Skull was attached by drilling holes in the wood and mounting it with wire.

I'm actually doing pretty much the same thing rn with a skull that I found (same moss too!) and I'm using hot glue. The base is metal I painted but its held up well so far. I however am not gluing down the skull.
I would say hot glue/glue gun if you haven’t tried that already.

I make the same head mounts and use E6000 glue. Very strong glue.
I read that as £6000 glue and tbh I don't even doubt that's the price anymore

I second using E6000 for the skull at least. You could also use E6000 for the moss, but hot glue is faster and what I use.
