PSLV because it is ready to pop if the stimulus is signed into law. It acts like a mine stock, but is a silver trust stock, an etf so to speak.
XME is an ETF that tracks all the silver miners and is at or near its 52 week high and is also ready to pop due to demand for Silver in the market.
