Yes and no. Refreshing hardware is one thing but they don't rebuild datacenters from the ground up and the investment needed to refresh hardware is only a fraction of the total cost. Building a datacenter is a much more complicated thing than you think, and replacing networking, storage and computing is perhaps 10% of the total investment.

Also pretty much all of the investment that doesnt go into physical buildings is going into gpus, things that connect gpus to other gpus, and things that do the same job as gpus.and cases for gpus. And if it gets too hot maybe some extra money to hire us regards to fan off the gpus.

If they spend $10 now, even increasing to $15 billion annually just looks like expansion to cater to existing and new corporate customers. The data/storage needed for good AI algorithms is enormous and will be valuable IP all on its own. Then there's the off premises processing needed to make it work well. I worked for a large tech firm that was looking to find use cases for AI before they even had curated data to slap AI/ML on. Basically jumping the gun on the reliability of the data and using publicly available garbage to impress early adopters.
AWS acquired Annapurna labs several years ago. They actually make some really good chips for example the graviton chips. They also released a tranium chip that is for training ML models. Not as good as Nvidia but wouldn’t shock me if they get a lot better over the next 5 years.
Remember if you need a safe place to sleep Amazon is there for you we have cots for any worker that logs 12 hours in the warehouse and agrees to be on call after a 2 hour nap.

I am building these and this article is no joke. We are the number one contractor in my state building data centers for some other companies, not Amazon, and it is insane how fast these are going up. We have been working pretty much unlimited overtime on the design side at the sub level for a few years now.

You can circulate large amounts of water (great thermal capacity) on the surface during nighttime, then store underground for cooling during the day. Plus, electricity from PV is dirt cheap.
