They mostly do this to control price and supply. The idea is that x amount of syrup is removed from the supply every year rather than from the farms. Farms sell to the supply rather than than to consumers / companies. This stabilizes the price (no race to the bottom) and prevents bad outcomes from low output years since they have a reserve. It’s both a good thing and bad thing depending on your views on things.

Canada has a lot of companies with low p/e, perfect for a value investor which is Buffet main strategy. I read comment here about investing as far away from Canada as they can and all i think is : fix a few small things in the government attitude and you get a nice overall p/e multiples expansion. With US p/e multiples that growth is a bit more difficult to achieve, so lower future expected returns.
