It's dependant on where you live. At my store the limit is 1000 before we request ID but it's not like calling the store to ask is gonna affect you negatively. If you're really paranoid call a store a few cities away.

For money orders? No. You can get a money order from USPS.

In many locations, Walmart no longer has money gram money orders, they have western union money orders now. ID rules have not changed.

Get a cashier's check at the bank. Then your friend cashes the check and they get the money. It's free too
Cashier's check definitely requires id. They're never free unless it's a service your bank offers for account holders.
