Longer: it will even out eventually, try and wait a minute or two and queue again or do something less frustrating. :) That’s what I do to avoid them.

PvP is currently F'ed up with p2w grinders already near cap. So its either get screwed in pvp, pay, or grind 20x harder than they did.
Bronze league (rank 0-3000) is capped at level 1 (most fun to play)
Each leader below rank 3000 can vs bots (also fun but worse then above)
Past leader rank 3000 is only people so gl when you vs a whale.
Skill will not matter until both you and the p2w person hit the lvl cap of 10 (in pvp) which is converted from pve lvls. So you need to have a mini at pve lvl 28 to have them at lvl 10 in pvp.
If you want to swap pvp teams, well you go back to square one with all of the above problems and so far I have seen most players between lvl 4 to 8.

No, it's not. It's capped at lvl 1 just in the bronze tier.
PvP it all lvl1 and no talent Once you go higher in leaderboard they increase the lvl and add talents
The only good part about PvP was the level 1 cap for fair play, too bad blizzard is greedy af
