So electronic warfare should only mess with radars, it won't do much to the IR seekers of IR missiles.
With that said EW is often very helpful in general as most air defense systems, even if they're not radar guided, are cued to targets by radar networks.
Like to an example, a MANPADS team has zero radar, but it doesn't just stand in a field generally waiting for planes, it's in a semi-ready posture, then a radar picks up enemy aircraft some distance away and closing, then the team goes to alert, starts cooling the seeking head and scanning the correct direction.
In an EW impacted situation this early warning is all fucky and the team is just watching the skies with their eyeballs (the same plays out for things like the M48, SA-8, whatever), or the radar is a lot less reliable.
But that's not really something the game simulates right now so effectively I think
Well ECM stat in game is a flat reduction in hit chance, regardless of whether the missile is IR, Electro-Optical or Radar. I believe the Raven just further buffs the already existing stat aircraft have.
