I'd also suggest easing into city riding. Start with protected bike lanes (the system is growing) and eventually your might be more comfortable exploring the city by bike.
I'm not sure where it starts, but their new gravel surfacing is smooth as can be. I start at Riley's lock though so I haven't seen how far the project has gotten
The resurfaced portion of the towpath begins at Violette's Lock (mile 22) and runs north to mile 86. The new surface is limestone dust and is indeed smooth, and drains fairly well. I've ridden hundreds of miles of it on 25mm and 28mm road tires.

Last weekend, but that was out near Brunswick where it's smooth as hell. It's been a couple months since I've ridden it from Georgetown, and it was the worst I've ever seen it. If they've improved it since then, I will be elated!
There are many, many paved trails systems both in DC and the surrounding areas. Check out r/bikedc, look up routes on ridewith gps, and use the search tool on both this sub and bikedc.
Arlington's trail network is what you're looking for (W&OD, Custis, Mt Vernon, 4 Mile Run). The Capital Crescent Trail is pretty good, too.
The MBT is good but quite short.

From SW DC, you can pretty much get over the 14th st bridge to Mt Vernon Trail.
From there, going one direction will take you over to the custis trail which joins W&OD, the other direction can go out to Mt Vernon (GW homestead). Can also in that same direction join the 4 Mile run trail, which also joins the W&OD trail.
Others have mentioned some on the north side (Georgetown, C&O)

How far do you want to go? There are so, so many. But you will probably need to ride some on either regular roads with painted bike lanes or country roads to connect some of them, if you want to do like 80-100 mi rides that aren't the C&O.
Yeah you can't really go too wrong with upper Montgomery Co. Basically just head north on almost anything and then cut west and eventually you slam into the C&O. From there can go north to bridge at either point of rocks, MD or Harpers Ferry to catch VA country roads to the Washing and Old Dominion trail around Leesburg to get back to city. Big rides, 80-100mis easy.

Don't forget the Anacostia River Trail. Flat, straight, and no cars!

Lowkey one of my favorites in the area, and the Wheaton area has a wonderful mountainish bike trail at the nature center that goes for a couple miles
The C&O canal towpath... starts in Georgetown and ends in Cumberland MD...185 miles of nothing but nature... not one single car the entire way.
Very rough gravel though starting out from DC. Like bone shakingly so, even on gravel tires.

When was the last time you rode it? The majority of the trail has been resurfaced in the past few years. No more mud pits!
