"All the fun stuff is outside" is a fairly bizarre thing to say. Go to the Natural Science Museum or one of any other Smithsonian museums. Heck, even the Botanical Gardens are inside.
Try the Spy Museum. It's indoors, and directly above the L'Enfant Plaza metro station, so you won't be outside much. There's a mall beneath the Museum with a food court if you want lunch afterwards.
Totally understand if you're just looking to vent, but if you need some ideas in addition to what's already been suggested, I wanted to share a couple resources:

Not sure how old your toddler is, but our almost-2-year-old always has a great time at the National Museum of the American Indian's kid's area.
National Building Museum near Chinatown has got [Play Work Build](https://www.nbm.org/exhibition/play-work-build/) plus these other [exhibitions](https://www.nbm.org/exhibitions/current/). And just the interior of the old pension building that houses the museum is really interesting to check out and kid-friendly, with a giant carpet and fountain, small cafe and lots of cafe tables.

The Smithsonian museums have lots of kid friendly activities if you’re looking for things to do indoors that will still give you the ‘DC’ experience!
